In This Condition The Program Consists Of A Both Frame And Space Of Cooperation For Sub-Saharan African Women; It Consists Of A Sub-Regional Network Of Women Arming First At:

• Reinforcing The Social, Economic, Political And Cultural Status Of African Women;
• Satisfy The Practical And Strategic Interests Of Women Both At Countries And Regional Levels;
• Realized Social Progress, Exceptional Condition For A Better Life Of African Women.

In The Perspective Of Creating A Larger Visibility And Make Rational It’s Intervention, The Program, Since Its Extension To The Other Countries Of The Sub Region, Has Appointed Its Focal Points And Country Coordinators. This Process Has Enabled Women In Countries To Get In Contact With National Authorities And Other Women Leaders Of The Association Within These Countries.

In Mali, The Association Has Been Introduced To The Presidency, The Ministry Of Women Affairs And Ministry Of Integration In Africa.

The Sub-Region Workshop Is Under The Chairperson Of Her Excellency Mrs Toure Lobo Traore The First Lady Of The Federal Republic Of Mali. The Workshop Starts on The 15th To 17^th Of March 2005 In Bamako.

Delegates From the Headquarter In Nigeria Is Led By the Founder/President Otunba Dr. Basirat Nahibi.

CONTEXT AND JUSTIFICATION

 

WAELE is to establish a virile and committed organization that will champion the economy and political empowerment of the african rural women. The program will enable women to participate in the implementation of policy, program and national planning for sustaining and empowering women towards the development of families and children.

WAELE program stands as a development tool that compliments governments program in different countries. to help achieve its goal as far as women economic and leadership empowerment is concern, the program is regional integration tool in West Africa.

The Appointments of country coordinators and focal points was the starting point of WAELE activities. The workshop is to enable country coordinators and members from the headquarter get know themselves and come up with an action plan that will be acceptable to everybody. Bamako workshop is for the West African Sub-Region.

OBJECTIVES OF THE WORKSHOP.

• Launching Of the Association in the Sub-Region.

• Identifying the Opportunities of Institutional and Organizational Development of the Program.

• Elaborating, Adopting And Launching Of A Common Action Plan That Will Take Into Account The Specific Purpose Of Implementing Efficient Developmental Activities As It Relate To The Women Of The West African Sub-Region: Nigeria, Mali, Senegal, Burkina Faso, Ivory Coast, Togo, Benin, Mauritania, Guinea Bissau, Gambia, Guinea Conakry, Niger, Ghana, Cape Vert, Liberia And Sierra Leone.

• Design A Framework For Monitoring And Evaluation Plan For The Period Of 2005-2008.

METHODOLOGY

The workshop will adhere to the condition of international workshops and forums.

 

LOGISTIC AND ORGANIZATION.

 

Putting into consideration the participation of several important personalities from all the countries of the sub-region, we need the following to achieve a good workshop:

 

 

• Booking of hotel – Hotel Sofitel La Amitie for the sub-regional executive committee members, and Hotel Bouna for delegates from the other countries.

• Hiring the service of hostesses for a five day period.

 

• Installation of a workshop secretariat for

 

• Availability of a park for automobile for a five day period

 

• Media covering service by national television/radio, and private press.

 

• Security

 

WORKSHOP PEDAGOGICAL ANIMATION

To insure better clarity and quality in the workshop methodology process, teaching aid will be done under the form of panels. There will be three panels:

 

Panel 1: Rural Women and Solidify Economy- the Place for Microfinance in Economic Power and the Constitution of Resources in Rural Areas by Senegal coordinator.

Panel 2: Women NGOs’ Participation in Poverty Eradication.

• Experience Of Mali

Panel 3: Women/Aids

• By Gambia
• By Ivory Coast

Four Groups Will Be Constituted For Action Plan Design. A Project Of Action Plan, Elaborated Upon The Basis Of The Panels’ Themes, Is Already Available To Help Participants Conduct Their Work In The Groups.

COMMUNICATION

Plenary Work Will Be Supported By A System Of Simultaneous Interpretation In French/English And English/French By Two Interpreters.

The Total Numbers Of Participants Is Estimated At One Hundred (100) Persons Composed Of:

• Twenty Eight (28) Delegates From West African Countries
• Seventy Eight (72) National Delegate from Mali.

From March 15^th To 17^th 2005 Bala Moussa Keita Room At The Palais Des Congress, Bamako. The Sub-Regional Workshop of WAELE Women Advancement for Economic and Leadership Empowerment in Africa Hereby Redesigned In French As “ARCELFA”.

The Opening Ceremony Has Been Placed Under The Chairmanship Of Mr Iial Ai Kamar, Chief Executive Of The Cabinet  Of The Ministry Of Malians In Abroad And Africa Integration. The High Table Is Composed Of:
